My solution is that to look at your numbers and try to make the tens equal for example- 23+74<85+16. In this example the 20 and 70 equals 90 and the 80 and 10 equals ninety as well this way we get the highest possible answer and the equation on the right is still larger than the equation on the left. But, this does not give us the highest answer. In order to make it work I chose the highest tens digit for the first inequality. Then I worked systematically to fill in the units- for number one the answer was 127. My solution Is only for number one! Thank you.
