When you have the V's that he considers to be his, you just need to move the 1 around the V until it has been in every postion and you know when it's done when the 1 is back where it started, but you also need to make sure that all of the 'Arms' add up to the same nuber before you confirmit as a 'Magic V'.

Here is an example with the 1 not on the bottom:
