As to the first problem, as all the -2 and -1 powers are the same, you only need to evaluate whether -(4^(-3)) is equal to (-4)^(-3). They both equate to -1/64. The entire expression, in both cases is 1/4096. So it does not matter in this case. However, if they were different, according to the order of operations, Interpretation B is the correct way to evaluate the expression. For the swapping of exponents, I decided to try out different combinations. I refer to the exponents as a, b and c. Right now (a, b, c) is equal to (-3, -2, -1). If you swap a and b, you get 1/4096 for Interpretation A but -1/4096 for Interpretation B. Thus, the order of the exponents does matter. I could not work out the final problem.
