Let’s say I got the numbers 6 2 6 4 1 1 6 3
I order them from greatest to smallest like this 66 + 64 < 32 + 11
Then I rearrange the first digit of every number to make it like this 36 + 14 < 62 + 61
Then I put each digit of each number in order from greatest to smallest like this 63 + 41 < 62 + 61
Then I rearrange it by swapping the 2 in 62 and the 1 in 41 to get 63 + 42 < 61 + 61 which gives us the highest possible answer
The first 2 steps are applicable for all problems but the last step can vary but the objective of the last step is get all the smaller digits at the end
