My solution for sum-sum step by step:- 

  1. bring out the 4 largest numbers and place them on the tens making the tens addition as high as possible but keeping the one on your right bigger but ass small of a distance as you can.
  2. then place the rest in a proper way.  There are 2 ways. 1 if the one on your right's addition is same as the one on your left then make the ones addition on the right bigger. 2 if the one on your right is addition is bigger then make the bigger addition for the one on your left.
