Yes, you can by getting to 13 then the other player has to say their number (1-4) you can get to 18.
After that, no matter what number they say there will always be a way for you to get to 23.
Can you always win?
Yes, unless the person you are playing with gets to 18/13 instead of you
What happens if you choose a new target number?
My strategy, no matter what the target number, is get 5 numbers before the target number. By using the strategy you will always win.
What happens if you change the range of numbers you add?
If we change it to 4-8 for example instead of 1-4 and the target number is 40 you would want to get to 31.
Can you work out a winning strategy for any target and any range of numbers?
