The solution to this problem is to find the mean of the four numbers that surround the square. In this case there are two squares with the numbers: 4 and 6, while 6 numbers ( 1,1,2,15,8 and 3) surround it. If you add all the numbers and divide the result by 6, you do not get the same number as the one in the squares.  But if you look at the first question, you see that you have to add the numbers in a diamond formation to get the answer "5". So if you do the same and split the second question into two diamonds : " 1+1+6+8" and "2+4+15+3" , and you try to find the mean, it will give you  4 as the result for the first question and 6 for the second.
