I realised that the first column needed to add up to 9 and the second column needed to add up to 10. 1 number must be repeated going from bottom left to top right. The number in the top left must be 1 less than the number in the bottom right.
You can't make any multiples of 10 except for 200 and odd numbers between 1 and 9.
