I tried different combinations of the cards and I only found 2 solutions
I started by writing down all the combinations to make 15 and put the smaller number first
1,14
2,13
3,12
4,11
5,10
6,9
7,8
Then I added a number to make 20 and then 23 all of the combinations worked
when I added a number to make 16 to 18 some of the numbers were to small and most of the combinations didn’t work except 2 I made sure that they made 21 and they worked
