I worked out this problem by using trial and error in a systematic way. This is how I did it.
1+14=15. 14+6=20. 6+17=23. you can’t use 17.
14+1=15. 1+19=20. You can’t use 19.
2+13=15. 13+7=20. 7+16=23. You can’t use 16.
13+2=15. 2+18=20. You can’t use 18
