One can know if any fraction can terminate by the prime factorisation of their denominator (when in it’s simplest form). If this only consists of only twos and fives then it will terminate but if it has any other digits it will not. This works because 2 and 5 are the only 2 prime numbers that has a terminating decimal as it’s reciprocal.
