I think that if I was very thirsty I go and fill up water in the largest cup. If I was not that thirsty I would choose that extremely small cup. I think that you definitely could place all the cups in order from largest to smallest. I think that one way that we could test this theory is to fill up all the cups and see which ones have the most and the least water that they can each hold or contain. And if they don't work than we will give up and not try ever again!!!
