Starting with 99, 99-18=81 . The first symbol is placed next to 81. Numbers between 99 to 90 all make 81. Numbers between 89 to 80 all make 72 and so on. This is because as the number decreases (for example from 99 to 98), the sum of the digits decreases too. As a result, they all make the same number.
