My answer for the first question is 66 because each year,Ben would need more candles because on the birthdays before the candles would now be too old to be used to make another fire for Ben's birthday for that year.

If the candles lasted for more than a year,they could last for 11 years so that would mean they'd only need 11.This part of the problem has many different ways to be answered.
