To find the answer I started looking for numbers that satisfy one rule "the sum of the digits are a multiple of 5" results are 46 and 64. Then I looked at the other rules "the tens digit is not double the ones digit" 46 and 64's tens digits are not greater than the ones digit.
"the ones digit is not in the 3 times table" 46's ones digit is a multiple of 3, therefore the answer is 64.
