First of all I knew that 1 was needed to make the number 1. Next I knew that 2 was needed, so 1 and 2 could make 3p, therefore I knew I didn't need a 3p bag. Next I went to number 4. Six and seven are skipped because 4 + 2 = 6 and 1 + 2 + 4 = 7 so therefore I knew that the next number is 8. Then all numbers from 1-15 can be made with numbers 1, 2, 4 and 8.

p = 1p
p = 2p
p = 1p + 2p
p = 4p
p = 1p + 4p
p = 2p + 4p
p = 1p + 2p + 4p
p = 8p
p = 1p + 8p
p = 2p + 8p
p = 1p + 2p + 8p
p = 4p + 8p
p = 1p + 4p + 8p
p = 2p + 4p + 8p
p = 1p + 2p + 4p + 8p
