The closest I got to the target was exactly 1000.

My strategy is to try and get both the tens and hundreds columns to get to 9, because then you get something like 990 and then get the ones as close as possible to ten so they add up to 1000 or something close to it. My strategy works most of the time except in some situations where the digits aren’t particularly good, like the numbers 6, 7, 9, 1, 2, 8, 6, 3, 6.
