The closest that we got to the target was 1005 with the digits 4, 8, 2, 4, 6, 0, 0, 6 and 3. We decided where to put the digits by grouping them into hundreds. For the hundreds, they should add up to 800 or 900 so that the tens column can add up to 100 or 200. For the tens, they should be 50-250. For the ones they should be 10-27.
Our strategy is to put the smaller numbers (3-5) in the hundreds, because we want the tens and ones columns too make up the missing hundreds, and then spread the rest throughout the tens and ones. Then we add everything and make changes to our answer to reach as close to 1000 as possible. It is hard if you get given really big or really small numbers.
