Charlie's Delightfull Machine's lights just turn on in sequence patterns.
(With 'N' being any number)
Red turns on with any: 9n+1
Yellow with any: 5n+3
Green with any: 4n
Blue with any: 7n+2
So to find out if a number will turn on a light you work it out as so...
Red: (n-1)/9= positive integer or 0
Yellow: (n-3)/5= positive integer
Green: n/4= positive integer
Blue: (n-2)= positive integer
