The answer to 1. is 18. You have 3 red balls and 6 possible places per ball so thats 3 x 6 which is 18.

The answer to 2. is 1. The red balls can only go in 1 place without being in a corner, but I guess they can switch places with another but still make the ball triangle look the same to make 3 but I’m not sure if thats what the question if asking.
