10 = 1 = 9 and 10 - 1 = 9 so the digit is always the right amount away from a multiple of 9. The reason that it is always a multiple a of 9 is that every number is is an amount below 10 away from a multiple of 9. Like 23 is 5 away from 18 and 18 is a multiple of 9. Also 87 is 6 away from 81 and 81 is a multiple of 9. So the answer will always be 9.
