I knew all the numbers needed to add up to 15 so I made a list of all the ones that do firstly I did 1,1,4,9 however it didn't work. Next I did 1,2,4,8 which worked:
1=1
2=2
2+1=3
4=4
4+1=5
4+2=6
4+2+1=7
8=8
8+1=9
8+2=10
8+2+1=11
8+4=12
8+4+1=13
8+4+2=14
8+4+2+1=15
So if he had these bags then he could make every number up to 15.
