To find out an answer for this problem I put all the odd numbers in the corners and then one I the middle and then filled the outside with even numbers which gives you the answer. Another way I found out is if you just put all the numbers in order and that also gives you the answer.
For the even question I figured out that there simply is no answer because you can't have an odd and a even next to each other because the difference between an odd and an even equal odd.
