My solution for the ribbon
With the 24 square tile pool, the biggest square that you can make is 4.5x4.5. The smallest square that you can make is 0.5x0.5. There are 9 different possibilities’; they are 0.5x0.5 1x1, 1.5x1.5, 2x2, 2.5x2.5, 3x3, 3.5x3.5, 4x4, and finally 4.5x4.5.
How you can make the ones with .5 at the end is only possible with 2 ribbons. You can make 0.5x0.5 by putting both the ribbons in the corner. The rest like 1x1 and on wards are easy to do but you have to use four ribbons.
For the second one (the one with 20 tiles) there is 0.5x0.5, 1x1, 1.5x1.5, 2x2, 2.5x2.5, 3x3, 3.5x3.5. The smallest is 0.5x0.5 and the biggest is 3.5x3.5. There are only 7 solutions.
