With the digits 3 3 6 1 0 4 9 0 0 i could make 989. First, I started with the hundreds column putting a 9,0 and another 0 because this would give me 900 to work with, then I can make the tens and ones column add to the 900. Then I placed 4,1 and 3 into the tens column. Finally, I placed 0, 6 and 3 into the ones column. 

My strategy was to to make the hundreds column add up to 9, the tens column be either 10, 11, 12… 19. And then I would use the remaining three digits for the ones column. This would give an accurate  answer because the tens column will give the remainder of 1 to add to the hundreds column to make 1000. There was only one time when my strategy was inaccurate as the remaining 3 digits were 9, 9 and 4
