Start by exploring one light at a time, and try to discern any patterns. It will quickly become apparent after entering a few numbers in that the red light lights up on even numbers, (i.e, 2, 4, -2, -4) for example. Continuing this process to the yellow light, try to note the first positive integer it lights up at, and continue upwards until you get a reasonable list- in the yellow light's case, 7, 14, 21, 28, and 35, indicating the yellow light lights up at multiples of 7. The green and blue lights are a tad more involved, but you can simply use the strategy from the yellow light- find the first lit up positive integer, and keep increasing and finding patterns from there. Doing this will give you "add one to multiples of 6" for the green light, and "add 2 to multiples of 9" for the blue light.
