This is the strategy to win the game:

1) we play first and reach 6:55
2) then his move can be anything but we have to reach 7:56
3) then again his move is a variable 'x' but we have to reach 8:57
4) his move is 'x' we reach 9:58
5) his move can be 'x' we 10:59
6) then anything he moves we win

I did this in the analogue form of the watch because in digital it
started from 11:30 and I was confused because I thought I had only half an hour to finish the game.
The strategy is basically 1 hour and 1 minute from where you stopped
in the previous move. And in this strategy the first move is made by
us and not the computer.
