To get the smallest number I think '1' would be on top of '36' and '6' would be on top of '30' - by rotating the plastic by 180 degrees. This way the total can't end up very big because all of the big numbers get multiplied by smaller numbers, in fact the biggest get multiplied by the smallest, so the total is as small as it can be.
To get the biggest I think it would be for the numbers to be on top of the same numbers - the plastic is not rotated or flipped - because the biggest numbers have the most potential to be big when multiplied by other numbers, so to get the biggest total we want to multiply the biggest numbers by the biggest numbers.
