I think that one of the most important things to remember in a problem like this is to take it in steps. I started with the top right 1/4 and saw that 8 of the number 2's could fit into that space. So, 2 was 1/8 and the 3 was 7/8. I did the same thing for the bottom right 1/4: the 5 was 1/2 of the 1/4 so it equaled 1/8, the 6 was 1/2 of that so it equaled 1/16. You have to look at the parts that the numbers take up and see what bigger part it was half or 1/4 of.
